Woman Photographed Riding a Manatee Surrenders

Ana Gloria Garcia Gutierrez turned herself into authorities after being photographed riding a manatee, an endangered species, off the beaches of Tampa Bay. The pictures were taken by an onlooker, who gave them to police. Ana claims she didn't know that riding manatees was illegal because she's new to the area.
